ÉEQ staff continue to work hard this fall. Now that the 2015-2016 Schedule of Contributions has been published, it’s time for contributing companies to submit their 2015 and 2016 Company Reports. It’s also time to reserve your seat for one of the consultation meetings on the 2017 Schedule of Contributions at the end of October. We look forward to seeing you all there!



Implementation of Phase 1 of the Innovative Glass Works Plan continues. This fall, we will announce details of pilot experimentation projects in sorting centres and plans to develop market outlets for glass recovered in Quebec. The Best Practices Initiative also continues its progress across the province.



Finally, don’t miss ÉEQ presentations at various conferences, seminars and workshops this fall, where we’ll be talking about eco-responsible packaging, the Innovative Glass Works Plan and curbside recycling best practices.

Only two weeks left to submit your Company Report!

Companies and organizations have until October 11 to submit their Company Report for the 2015-2016 Schedule of Contributions in the ECO-D system. You can get more information in the documentation section and training capsules on the Schedule of Contributions, or ask ÉEQ for guidance by phone, by e-mail at service@ecoentreprises.qc.ca or in person.



As indicated in the table below, the deadline for making the first instalment* for your 2015 Company Report is November 13. Contributions are payable in four instalments* (two instalments only for flat fees).

 

 

*These payments apply to companies who report over 15 tonnes or did not opt for the flat fee even though they were eligible.

Consultations coming up soon!

Companies and organizations subject to the compensation plan are invited to participate in one of two ÉEQ consultation meetings on the 2017 Schedule of Contributions in October. It will be the ideal time to ask questions and give your opinion regarding the Schedule of Contributions before it is submitted to the government.



The consultation process is specifically prescribed by the Act and constitutes the means by which we take your questions and comments into consideration for Schedules of Contributions submitted to the government for approval. Companies wishing to participate in consultations on the 2017 Schedule of Contributions may reserve their seat now for one of the two meetings by going to our website.

Please note that the October 25 consultation will be in French with simultaneously translation to English and broadcast on the web. The October 27 meeting will be conducted in English only without simultaneous broadcast. Lunch will be served on site after each meeting to promote networking.



During the lunch following each meeting, ÉEQ will provide information on directions to be taken for future Schedules, including:
  • Inclusion of materials that are designated by the Regulation on the compensation plan but excluded from ÉEQ Schedule rules:

    – Materials generated by business-to-business transactions (B2B)

    – Containers, packaging and printed matter sold as products with a short lifespan
  • Development of an incentive-based program to encourage companies to adopt environmental criteria at the design stage for their containers, packaging and printed matter in order to benefit from a contribution credit
 
      
     
Réseau Environnement and municipalities raise awareness among 1.8 million Quebecers about lightening our environmental impact

The 40th edition of the Programme d’économie d’eau potable (PEEP) (water-saving program) and the 2nd edition of Réseau Environnement’s public awareness campaign regarding residual materials management (Tri-logique) ended on August 5, 2016.



Six awareness agents participated in 233 activities and travelled to 14 regions in the province to reach out to 1.8 million people. Using such slogans as “Do you know what goes through your pipes?” and “1, 2, 3… sort your materials!,” they gave advice and tips on how to save drinking water and better sort residual materials. As the representative of the approximately 3,400 companies who compensate the costs of municipal curbside recycling services, ÉEQ provides support to the Tri-logique program in order to give a second life to containers, packaging and printed matter.

ÉEQ at the 2016 forum on the residual materials management master plan: Working together for tomorrow!

On September 22, Mathieu Guillemette, ÉEQ’s Director, Services to Municipalities, presented ÉEQ and its programs as part of residual waste management activities organized by the City of Montréal’s Environment Department. The theme of the event was “Reduce to grow better.”







The Best Practices Initiative back in Abitibi-Témiscamingue

The Best Practices Initiative team returned to Rouyn-Noranda (Abitibi-Témiscaminque) on September 6 to hold a second workshop.



This time, they talked about optimizing request-for-proposal documents and incentive-based fee setting. These free workshops provide opportunities to municipalities wishing to share their successes and challenges in providing residual materials management services. The overall objective is to improve curbside recycling in the context of the particular issues and realities they deal with in the region.

2nd meeting of the Expert Committee on Curbside Recycling

The Expert Committee on Curbside Recycling met for the second time on September 14 in Drummondville. The Committee is made up of a dozen representatives (waste program managers, entrepreneurs and consultants) from local and regional municipalities of various sizes from nine administrative regions in Quebec. The objective of the Committee is to cooperate with ÉEQ in developing information sheets on curbside recycling best practices specially designed for Quebec municipalities. The two topics they focused on during the meeting were avenues for optimizing municipal call-for-proposal processes and points to include in proposal specifications that encourage competition. The next meeting is planned for November.





ÉEQ article in Marché municipal magazine

The June edition of Marché municipal features an ÉEQ article (in French only) about recycling in public places. The article quotes the results of an ÉEQ-ordered CROP survey indicating that a great majority of Quebecers wish to do their part for the environment by recycling more, both at home and away from home. Also mentioned is the Away-from-Home Recycling Program, thanks to which 70% of the purchase price of materials recovery equipment is reimbursed to municipalities.

Éco Entreprises Québec (ÉEQ) is the organization that develops the Schedule of Contributions and collects company contributions, which are then redistributed to finance municipal curbside recycling services in Quebec. ÉEQ also encourages innovation and sharing of best practices in order to optimize the recyclable materials value chain. To do so, ÉEQ cooperates, on the one hand, with companies to reduce quantities of materials at the source and encourage the use of recyclable materials, as well as with municipalities to increase recycling and the economic value of recovered materials.



ÉEQ is a private non-profit organization created by companies that put containers, packaging and printed matter on Quebec’s market to represent them. The organization was accredited by RECYC-QUÉBEC in 2005 in accordance with the Environment Quality Act.
