Reusable bags made from synthetic and natural fibers are now included in the list of materials to be reported.
The ecodesign incentive bonus is being extended, as is the credit for post-consumer recycled content.
The penalty (malus) rate for targeted materials has been increased to 50%.
There is no reporting required this year for materials intended for the institutional, commercial, and industrial (ICI) sectors. However, for for corrugated and flat cardboard boxes intended for restaurants and retail businesses, quantities placed on the market in the second half of 2025 must be reported in 2026, without rate. You should therefore begin tracking your data as of July 1, 2025.

Payment exemption
You may qualify for a payment waiver if you meet one of the following criteria:
Place less than 1 MT of material on the market
Have annual revenue of $1M or less ($1.3M as of 2024)
Are a retailer with a single outlet with a floor space of less than 929 m2

Ecomodulation measures at a glance
The ecodesign incentive bonus recognizes and rewards efforts to improve the environmental design of containers and packaging. It can reach up to $60,000 and is issued as a credit note applicable to a future contribution balance.
With the post-consumer recycled content credit, you may receive a 20% credit if you place materials on the market that meet or exceed post-consumer recycled content targets. The credit is calculated based on the quantities for which the application has been approved and is applied to your next contribution.
The financial penalty (malus) aims to raise awareness about the environmental impact of placing certain materials on the market and to encourage the use of materials compatible with the modernized curbside recycling system. It targets two types of materials: polyvinyl chloride (PVC), and polylactic acid (PLA) and other degradable plastics.
