By reporting the containers, packaging, and printed paper that you market every year, you’re doing your part to finance Quebec’s curbside recycling system.

Our reporting guide will walk you through the process, step by step.

You must file a report if:

  • You market containers, packaging, or printed paper in Quebec.
  • You provide services to Quebec consumers that generate containers, packaging, or printed paper.
  • You run an online store, with or without a place of business in Quebec.
  • You are the primary supplier* for a brand that is not established in Quebec—for example, you import products from an Ontario company that does not have a Quebec branch or subsidiary.

*Companies without a place of business in Quebec can opt to report their containers, packaging, and printed paper on a voluntary basis instead of its primary suppliers. In this case, they must inform the primary suppliers to avoid duplicates in the reports.

What is the purpose of your report?

Your report is used to calculate your annual contribution, which finances the curbside recycling system.

2) Make a note of important dates

By submitting your report and contribution payments on time, you’re doing your part to keep the curbside recycling system running smoothly.

3) Prepare your report

What information do you need to disclose in your report? What data will you need to gather? Choose the methodology that corresponds to your business type and make sure you have our materials guide on hand.

  • Retailer that acquires products from various suppliers for resale in your stores.
  • Distributor that acquires products from various suppliers for resale to other companies.
  • Manufacturer that makes products.
  • Service company that mainly provides services rather than not material goods.
  • Restaurant that prepares and serves meals.
  • Small business or small generator that generates less than 15 tonnes of targeted materials. Please note: You don’t need to submit a report if your business generates less than one metric ton of targeted materials and has annual sales of less than $1.3 million.

4) Prepare and submit your report

Do you have everything you need? You can complete the report directly in our portal.

Be sure to submit your applications for the Recycled Content Credit or ecodesign incentive bonus if you qualify.

If this is your first report, you’ll need to sign a producer membership contract with Éco Entreprises Québec when you submit it. Once you sign, you’ll be an Éco Entreprises Québec member.

5) Make your payment

Be sure to complete the required payments for the producer financial participation (PFP).
