The annual reporting period for member producers of Éco Entreprises Québec is now open.
This data collection, covering containers, packaging and printed materials put on the Québec market by producers in 2025, is essential to determine producers’ financial contributions (PFP) for 2027 costs year.

What’s new
Reporting of materials intended for the industrial, commercial, and institutional (ICI) sector
Corrugated cardboard and paperboard used as secondary packaging for street-front businesses and restaurants, and put on the market between July 1 and December 31, 2025, must now be reported. No financial contribution will be required for these materials this year.
Update of the Ecodesign Bonus and removal of the post-consumer recycled content (PCR) credit:
Changes have been made to the ecomodulation measures following a review conducted in collaboration with producers:
• Printed materials are now eligible
• Increased bonus amounts
• Possibility, for certain actions, to apply each year
The bonus allows:
• Up to 50% credit on the financial contributions for eligible materials
• A maximum of $50,000 per application
• Up to $100,000 per company

Increase in malus for certain materials
• PVC: malus increased to 75%
• PLA and other degradable plastics: malus of 50%
The malus is intended to hold producers accountable for the impacts of putting certain materials on the market and to accelerate the use of recyclable materials compatible with the curbside collection system.
