Éco Entreprises Québec Consolidates its Ecomodulation Measures for Curbside Recycling Rates
Montreal, June 25, 2025 — As the annual reporting period for containers, packaging, and printed paper producers begins, Éco Entreprises Québec announces that it is consolidating its ecomodulation measures for curbside recycling rates.
So, again this year, companies that adopt ecodesign processes for their containers and packaging will be able to receive a bonus of up to 50% of their contribution for ecodesigned materials subject to the Regulation respecting a system of selective collection of certain residual materials. On the other hand, for those companies that continue to use materials which are partly or entirely non-recyclable and which are incompatible with the curbside recycling system, the penalty is now increased from 20% to 50%.
Highligts
A. The annual reporting period is 60 days. Using the Éco Entreprises Québec portal, companies subject to the Regulation respecting a system of selective collection of certain residual materials have until August 25 to submit their reports on the containers, packaging and printed paper they marketed in Quebec in 2024.
- It should be noted that data collection is essential to determine not only the amounts to be financed for the 2025 Schedule, but also to set the producer financial participation (PFP) for 2026.
B. Discussions are still underway with the Government of Quebec to allow the payments under the 2025 Schedule to be spread over a longer term.
- Exceptionally, due to ongoing discussions with the Government of Quebec, the 2025 Schedule invoice will not be automatically generated once the reports are completed. The producers will be informed of the payment terms as soon as they are known.
C. This year, further to a notice from the Ministère de l'Environnement et de la lutte aux changements climatiques, de la faune et des parcs (MELCCFP), two new materials were added to the list of targeted materials:
- Synthetic fibre reusable bags: their rate is included with PS (expanded polystyrene), PLA (polylactic acid) and other degradable plastics, and PVC (polyvinyl chloride);
- Reusable bags made of natural fibres: their rate is included with wood and cork.
D. The ecodesign incentive bonus is once again renewed. Offered since 2020, it aims to recognize and reward producers’ use of ecodesign for containers and packaging.
- The bonus provides a credit of up to 50% off the contribution payable on targeted containers or packaging, up to a maximum amount of $25,000 per application.
E. The post-consumer recycled content credit is also renewed so producers who market materials that meet or exceed post-consumer recycled content targets can receive a 20% credit.
- Applicable on subsequent invoices, it is calculated on the quantities of materials for which an application has been accepted.
F. The penalty rate is increased to 50% of the determined rate. Two materials are targeted by a penalty, first PLA and other degradable plastics, and second PVC.
G. The rates for producers who market containers, packaging, and printed paper are developed each year by Éco Entreprises Québec according to a formula based on both research and verifiable data, in addition to environmental criteria. Governed by strict rules, each annual Schedule of Contributions is presented to companies before undergoing an approval process with government authorities under the regulatory framework.
H. As for the institutional-commercial-industrial (IC&I) sector, no report needs to be filed this year. However, starting on July 1, 2025, targeted producers will have to start collecting information on packaging made of cardboard and corrugated cardboard for curbside retailers and restaurants. This is with a view to making a formal report in 2026, without rates, of the quantities marketed in the second half of 2025. To help producers to complete this report, a guide will be published by Éco Entreprises Québec next fall.
