Modernization of curbside recycling: Laval has a new partner to improve residual materials management

Laval, February 23, 2024 — The Ville de Laval and Éco Entreprises Québec (ÉEQ) recently signed a partnership agreement to modernize the Laval’s curbside recycling system. Effective November 4, 2024, Éco Entreprises Québec will be responsible for overseeing the implementation, management and financing of the collection of recyclable materials in Laval, while the City will continue to closely monitor the awarding of contracts, supervise daily operations and keep the public informed.

This partnership will make it possible to reduce the quantities of materials destined for landfill by improving the list of materials accepted in the bins and at the ecocentre. Overall, this will result in additional support for achieving the objectives of the 2020-2025 Laval residual materials management strategy.

“We made sure this agreement meets the specific nature of our territory. The goal is to support the population with these positive developments aiming at making Laval even greener. I am convinced that this partnership agreement with Éco Entreprises Québec will support our ambition to be a natural leader in terms of waste materials management in Québec.”

— Stéphane Boyer, Mayor of Laval

“As is the case throughout Quebec, collaboration with the Ville de Laval is essential to ensure the implementation of the extended producer responsibility (EPR) principle. Together, we are transforming our curbside recycling management system to make it more efficient and optimize it in both Laval and across Quebec.”

— Maryse Vermette, President and CEO of Éco Entreprises Québec

The modernization of curbside recycling aims to ensure better sorting of recyclable materials to improve their traceability and valorization, among other things. A more local approach will contribute to the development of a circular economy.

  • The main purpose of the partnership agreement and its customization annexes is to:

(a) state the respective responsibilities of each party;

(b) oversee the implementation of curbside recycling services;

(c) establish a list of materials accepted in recycling bins;

(d) set the parameters for reimbursement and compensation by ÉEQ.

  • In Laval, the standardization of the list of recyclable materials, both for the blue bins and the ecocentre, will begin on January 1, 2025;
  • Collection containers will also be gradually standardized starting in January 2025;
  • This agreement is in addition to those recently signed, as ÉEQ has signed many partnership agreements with cities and municipal organizations in compliance with the Regulation respecting a system of selective collection of certain residual materials and other regulatory provisions;
  • To date, ÉEQ has reached agreements with municipal organizations representing nearly 460 municipalities and 5.1 million Quebecers, or more than 60% of the population;
  • The modernized curbside recycling system is scheduled to come into effect on January 1, 2025, throughout Québec.
