The Regulation only covers administrative rules and does not impact the materials rates.
Below is a summary and brief description of the Regulation. Further details will follow in an information sheet on the highlights of the 2018 Schedule of Contributions that will be available online once the document is released.
The Regulation reflects the discussions and recommendations by ÉEQ:
- Costs are divided between materials classes according to activity-based costing (ABC).
The applicable shares are as follows:
– 8% for containers and packaging
– 9% for printed matter
– 3% for newspapers
- Superstores with a single retail outlet for containers or packaging added at the outlet
Clarification by ÉEQ: Superstores with a single retail outlet are included out of fairness and in response to new business trends.
- Franchisors and owners of banners, chains and groups for the materials generated by products imported by members
Clarification by ÉEQ: The aim is to hold franchisors and owners of banners, chains and groups responsible in cases in which their franchisees or members make direct purchases of products from manufacturers and suppliers that are not located in Québec.
